¿Qué contradicciones y/o convergencias estáis encontrando entre el cumplimiento de las diferentes Directivas? Pueden ser interesantes para la revisión de la DMA en el 2019.

“Convergencias: convergencias es lo que pretendemos conseguir con el proyecto, ver qué tipo de actuaciones y formas de gestionar los humedales producen una mejora conjunta de aguas, hábitats y biodiversidad. Por ejemplo, hemos visto que la creación de parcelas (o zonas) más profundas donde la enea se puede desarrollar de forma adecuada (sin sufrir una predación muy fuerte) favorece la presencia de aves tan importantes como el avetoro, y además el desarrollo de eneales densos produce una mejora muy importante de la calidad del agua. Sin embargo, otras especies como la focha o el pato colorado prefieren zonas también profundas pero más abiertas (sin tanta vegetación) y las aves limícolas tienen preferencia por zonas someras. Pero, el hecho de mantener un calado de agua muy pequeño favorece la resuspensión del sedimento por viento (si hay poca vegetación), empeorando la calidad del agua. Es decir, que estamos recopilando información desde el punto de  vista de las tres directivas durante estos dos primeros años. En 2016 nos sentaremos a analizar y cruzar toda la información, con la finalidad de proponer una configuración óptima de los humedales de manera que todos los indicadores (aves, hábitats y agua) se vean optimizados. Por ello, te recomendamos que estés pendiente de las publicaciones que iremos colgando en la web durante el año 2016 y contactes de nuevo cuando quieras.

Divergencias: el hecho de crear los hábitats necesarios para favorecer las aves de conservación prioritaria en Europa, puede al mismo tiempo, debido a la escasez de estos ambientes en el espacio, atraer a cifras muy elevadas de otras especies, pudiendo en ciertos momentos superarse la capacidad de carga o acogida de los ecosistemas creados, lo que puede comprometer su viabilidad como hábitats adecuados. Es decir, es posible que haya momentos en los que la densidad de avifauna generalista sea tan elevada que llegue a provocar un desequilibrio, yendo en detrimento del hábitat y de la biodiversidad en general, y empeorando la calidad del agua. Por otro lado, estamos trabajando con especies de muy distintos requerimientos ecológicos. Por ello, potenciar el hábitat de una única especie catalogada puede conducir a potenciar un hábitat no necesariamente de interés prioritario, o reducir la capacidad de acogida de otras especies igualmente catalogadas. Esto es precisamente uno de los pilares del proyecto, determinar el “escenario de equilibrio” entre la aplicación de las tres directivas obteniendo el máximo posible de cada una de ellas.

Es posible que los resultados del proyecto sí que nos indiquen posibles sugerencias a proponer en la revisión de las Directivas, tanto del agua que será en 2019 como de hábitats y aves que se encuentran ahora en fase de revisión.”

What contradictions and/or convergences have you found between the requirements of the different Directives? They could be interesting for the revision of the Water Framework Directive in 2019.

“Convergences: We expect to achieve convergences with this project, to find what kind of actions and management of wetlands lead to an improvement of the water, habitat and biodiversity. As an example, we have detected that the creation of deeper plots (or areas) where bulrush can grow properly (without being strongly predated) boosts the presence of important water fowl such as great bitterns. Furthermore, the development of denser bulrush fields results in a very important improvement of the water quality. However, other species such as coots or red-crested pochards prefer deep but more open areas (with less vegetation), and waders prefer rather shallow areas. But less profound water favours the resuspension of the wind sediments (if there is small vegetation), thus deteriorating the quality of the water. In other words, we have been collecting information according to these three Directives for two years. In 2016, we are going to analyse and compare all the information, in order to propose an optimal setting for the wetlands that will improve all three indicators (water, habitats and birds). So, we encourage you to regularly check the publications section on our website during 2016 and contact us again when you wish.

Divergences: Creating habitats needed to benefit those birds, which need particular protection in Europe may also attract a large amount of other species because these areas are very scarce. If this amount exceeds the capacity of the created environment, its viability as a suitable habitat will be compromised. In other words, sometimes the density of common waterfowl might be high enough to generate disequilibrium, thus affecting the habitat, its biodiversity and even the quality of the water. In addition, we are working with species of very different environmental requirements. So, improving the habitat for just one protected species may generate a habitat which is not necessarily of community importance, or reduce the capacity of other protected species. Because of this, defining a “balanced scenario” for the optimal implementation of these three Directives is one of the milestones of our project.

The results of this project may indicate some suggestions for the revision of these Directives: the Water Framework Directive revision in 2019 as well as the ongoing revisions of the Habitats Directive and the Birds Directive.”
